Joel Taylor is the founder and executive director of the Pacific International Crisis Response & Global Intervention Task Force Operations Network Foundation — a veteran-owned nonprofit dedicated to coordinated global crisis response across four specialized directorates.
A U.S. Navy veteran, Joel brings the discipline, strategic thinking, and mission-first ethos of military service to every facet of PICRGITFON's operations. His time in uniform instilled a deep commitment to protecting people in harm's way — a commitment that became the foundation of this organization.
Joel holds a Bachelor of Science in Physics, a background that directly informs PICRGITFON's scientific architecture. His academic work spans quantum information sciences, complex systems, and applied earth sciences — disciplines that now form the intellectual backbone of STRADA, the organization's top-level research and development authority.
He is a recognized voice in the academic community on Academia.edu, where his research and commentary have reached thousands of scholars and practitioners worldwide. His writing has also appeared in Scientific American, where he has contributed articles bridging cutting-edge science and real-world humanitarian application.
STRADA: The Research Authority
Joel established STRADA as PICRGITFON's top-level research and development authority — the scientific command structure that governs all inquiry, innovation, and applied research across the network. STRADA oversees two distinct sub-institutes, each with its own domain of expertise.

STRADA
The Scientific & Technological Research and Development Authority. STRADA is the governing research command of PICRGITFON — setting scientific direction, overseeing research integrity, and coordinating all R&D operations across the network. It does not conduct research directly; instead it commands and coordinates the two specialized institutes beneath it: S-T-A-R and DARAS.

S-T-A-R
Scientific & Technological Applied Research
S-T-A-R is STRADA's digital and computational sciences institute. It focuses on software engineering, applied artificial intelligence, tactical data systems, digital intelligence, computational mathematics, and behavioral social sciences research. S-T-A-R operates four lettered divisions (A–D) comprising 40 specialized units.

DARAS
Defense & Applied Research in Advanced Sciences
DARAS is STRADA's hard and physical sciences institute. It focuses on defense-relevant applied research across the physical, chemical, biological, and earth sciences — translating laboratory discovery into operational capability. DARAS operates four numbered divisions (1–4) comprising 19 specialized units.
